SFCR (Safe Food for Canadians Regulations)

Calling all Canadians (and importers)

 

Just checked CFIA for updates on the Safe Food for Canadians Regulations and they have snuck in a new requirement......has anyone else seen the Measures for Market fairness requirement?

I am still trying to get my head around the whole system and waiting for a "SFCR" instruction for dummies seminar. :shutup:

 

The CFIA is not that bright when it comes to making things simple these days, just try surfing their website.  :shutup:

 

But no have not read it, do you have a clip?

I have read it in it's entirety 1/2 a dozen times...........my issue is (for areas that have always been governed by CFIA) is that with the old rules going away......things will be up to the inspector more than they already have been

 

What are you processing (not asking for company, just finished goods)

If you happen to be organic...........there is a new clause requiring the truck to be organic certified too (um ya, like that's ever going to happen)

I'm trying to look into this more since this all just feels like a confusing mess of information so far. But, this statement on the SFCR FAQ in response to 'what is the difference between a PCP and a HACCP Plan:

 

 

 

PCP contains the food safety control measures typically found in a HACCP plan, and would also include descriptions of the measures in place to demonstrate that you are meeting what are called "market fairness requirements" such as labelling, packaging, standards of identity, grades, humane treatment and net quantity.

 

Does this mean that a HACCP Plan + market fairness requirements = PCP ? Is that right or am I off base somehow? Because otherwise it would seem really redundant to prepare something entirely separate based on current HACCP Plans in place.

So i asked my inspector about the market fairness clause.......If you already are inspected/registered etc, this clause will have already been covered by the 12 step HACCP program. If you're not already inspected, but have a robust HACCP program, in all likely hood you've covered it, it's just not mentioned specifically.   The difference being, that those of us whom are subject to inspection, have had our products inspected and validation against the market fairness clause (i.e. label inspection, finished foods analysis, statement of claims (organic, "free from" etc.) and non registered companies will not have been scrutinized.

 

The PCP would be used for companies who do NOT have a haccp plan in place. I've read through the PCP section, and it's a played down version of HACCP, without forcing all companies to send someone for formal training (but believe you/me that's coming down the pipe to keep in step with the US PCQI requirement)

 

I wouldn't put too much stock into the market fairness section I think it will get revised, things like standard of identity and grades have been temporarily archived (as of last week when I checked) and the archived material was actually not available

This is the quote from my inspector---

"Company XXX is already registered, market fairness is something that is most likely being done though it might not be captured as such in the written program.  In the future, I believe that it will need to be incorporated into your Food Safety Program. 

 

From my understanding the new regulations are to come into force in June of this year.  There will be a 6 month phase in period and then in December the regulations will be fully enforced.  That being said, I don’t think that there is much for you to do at this time.  Once I receive training I will be able to give you some more information."

Federal Announcement this morning........new regulations will come into force January 15 2019!!!!!!!!

 

They have made some changes (have NOT reviewed as yet)
