It should (sort of) already been in your program............visitors and facility sections, that employees are to notify supervisor or operator of suspicious people or activities. Wouldn't that suffice if you just incorporated a statement there that employee(s) will not be reprimanded for calling out the behaviors/people?
Hello,
Whistle blower is about reporting when there is labor malpratice in your company (social compliance), or some supervisors and managers doing things against labor laws. In food safety and legality, when the company produce product that are not safe and illegal or somebody in his ranks, supervisor doing things against FS and FL. He should report it to the top management, or to the authorities, FDA, and other government agency that have jurisdiction on your process.
He must be protected by hiding his identity.

Hi Shere-Dean,
Yr context may be relevant.
There are a mere 1.8M hits on google for "whistleblowing procedure food industry". Many contain "Procedures" but whose content varies prodigiously.
The scope of the procedure you seek may be defined by requiring compliance to local (or perhaps customer) legal considerations. Many IT published procedures look to have been "legal compliance" driven.
The content of the procedure is presumably preferred to relate to the Food Industry. Most published procedures look otherwise oriented.
Just as an example of what it's all about in one location -

As a, perhaps, somewhat contrasting approach -
PS - Previous examples in this thread (Posts 2,5) illustrate a relatively informal approach as compared to the almost exact opposite. Yr response likely relates to why yr customer is asking and the Scope of the Policy / Procedure yr own Company wishes (or is required) to implement.
PPS - A relatively neutral approach, albeit detailed (includes a Process Flowchart !) -

P3S - the most "compact" Policy i noticed -
