Outsourcing the same food process to a third party

Please help! When an agroindustry here in Brazil that exports to the USA and is covered by the FSMA, and this agroindustry  outsources the same process to a third party, which is small business, this supplier must have a Food Safety Plan by itself,  or we can include it within the requirements of Suplly  in Food Safety Plan? We´re having a lot of problems, because little agroindustry does not have human resources to deal with a Food Safety Plan. Does anyone is dealing with this question?

The second facility must have it's own Food Safety Plan and will be subject to the foreign supplier verification audits just as you are.

 

If the copacker doesn't have the resources to meet the demands of a food safety plan, how are you ensuring the product they are producing for you meets your spec?
