Minimum volume packing of ice cream in UK

Hi
My understanding is that the Weights and Measures (Packaged Goods) Regulations 2006 - control the overall average quantity of batches of packaged good and not those sold by minimum quantity, is that correct?
Does anyone know where to find guidance on packing to minimum volumes rather than average volumes?
We pack ice cream to a minimum volume and were asked at an audit how we check the minimum volume is achieved, we check the fill line by filling empty pots with water and then each pot is fill by hand and then the fill level checked by a second person, it’s been suggested we should start weighing the pots and calculating the density, but can’t find any other ice cream maker doing this?
Any suggestions?
