The energy calculation for EU is defined in annex XIV of Regulation (EU) 1169/2011 - available in various languages here: https://eur-lex.euro...elex:32011R1169
"Carbohydrate" in the context of EU nutrition labelling is also effectively defined in Annex I of the same regulation - broadly as the sum of sugar, starch and polyols, i.e. it's really a declaration of available rather than total carb content.
I'm far less familiar with FDA rules so hopefully another poster will be able to assist more with this, but according to 21CFR101.9 (see https://www.accessda...ch.cfm?fr=101.9) the total carbs figure is defined thus:
Total carbohydrate content shall be calculated by subtraction of the sum of the crude protein, total fat, moisture, and ash from the total weight of the food. This calculation method is described in A. L. Merrill and B. K. Watt, "Energy Value of Foods--Basis and Derivation," USDA Handbook 74 (slightly revised 1973) pp. 2 and 3, which is incorporated by reference in accordance with 5 U.S.C. 552(a) and 1 CFR part 51 (the availability of this incorporation by reference is given in paragraph ©(1)(i)(A) of this section).
