Which SQF Code/Module is appropriate ?

Greetings, 

I recently started working for a seafood wholesale distributor (95% is received and shipped), but they also process (fillet) a small percentage of product (5%, received, process and packaged, then shipped). 

my question is what SQF code/program would we have to pursue?

We have several clients like your operation and this is what it most times works out too - if you repack anything that you distribute  - such as bringing in #10 tins of shucked oysters and then repack into smaller plastic pints for instance, there will be another FSC and possibly another module.
