Manufacturer of wood pallets, Can I file for exemption for 2.4.3?

I am a new SQF practitioner and I work for a company who manufactures wood pallets.  Since we do not deal with any food products at all in a facility, could I file for exemption for 2.4.3?

I assume you are reading the Food Packaging code book.

 

If a Food Safety Plan (HACCP) was not required the code 2.4.3 would not be in the Food Packaging code book.

 

You can not get an exemption for this item.

 

It is a major component of the system.
