Packaging Component Inspection- When?

Hey everybody,

Quick question.

What is everyone's experience with when (at what point in the system, receiving, or latter on) to conduct a documented packaging component inspection? If the components were a small bottle and eye-dropper style cap, wouldn't you need to fill the receptacle with substance to truly document an inspection?

Where do you see this handled and by who that is a functional model

Thank you in advanced.

What are you specifically inspecting and to what purpose or purposes?  This will define where and how you inspect.
