Policy, Procedure, how to differentiate which is required by clause?

Good day all

 

I know this is a very blonde question to ask, but I rather be a fool for today that a fool all my Life :bop:

 

When reading the ISO 22000:2018 and FSSC 22000 V5, how does one know when a policy is required or procedure and so forth?

 

Does anyone have a matrix that indicates for example:

 

Clause 4.1 - Policy + Procedure + Reference documents etc, Key points to include

Clause 7.4 - Policy + Procedure + Checklist etc, Key points to Include
