Normally in Phase I audit motive is to judge that whether unit is ready for FSMS wrt Infrastructure, Personal, Machineries- Equipments & Legal compliance. So following points normally checked during Phase I

1. Legal License

2. HACCP Plan

3. HACCP Team & Competency 

4. Plant Layout & Process Flow

5. Site Inspection - PRP & GMP

6. Internal Audit & MRM Plan 

7. Validation
