Labels required and USDA/FDA Regulations for Samples (not for Resale)

Is there a guideline for labels of food samples that are not for sale? I'm reviewing a label from a company that does not have ingredient listing nor does it have nutritional facts. I'm wondering if this is acceptable? Can't find much guidance on FDA website or any where else really. New to QC here, so any guidance would be appreciated. Thank you!

Full food labels are not required for food samples. They must be labeled not for sale.
