i am new hired as a quality manager for pasteurized egg company. i have a responsibility for preparing the chemical & microbiological laboratory , so i need a help for what tests and equipment that i need to buy.

You probably need a book on pasteurised egg production + some Product Specifications.

I have no experience in egg business so the following is general -

Free Micro procedures - (FDA) BAM-online, USDA manual online.

Range of equipment depends on what you plan to measure. Micro. Example -

PS - it is likely there are Local Standards/Procedures for yr Industry which you will need.
