Is an upgraded ISO22000:2018 manual considered new or a revision?

Hello everyone, I just finished our ISO 22000:2018 Manual, to finalized it should I continue with the revision number or

consider it as " NEW" ? Thanks

In my view, we should continue giving revision number and give reason for revision, coz we are moving from older version to new version.

I think you could find 2 options:

1. Continue giving revision number and give reason for revision.

2. Make a new manual, state that it is ISO 22000: 2018 Manual (cover). Since the reason of revisions are quite alot.
