Temnplates or suggestions for Condensing Operating Instructions?

Does anyone have any templates or have any suggestions as to how (if possible) to consolidate Set up, Changeover, Operation, Cleaning, and Troubleshooting into one set of instructions? Or is it best to keep all as separate instructions? 

I would prefer to keep them separate for the sake of keeping things simple and to avoid over-complicating things, but I have been asked to put these 5 categories into ONE set of instructions.  :unsure:

I've done this for simple/small lines - basically joining together the separate parts into a logical chronological flow from pre-start checks, through start-up, operation, clean-down, shutdown. I wouldn't want to do it for anything even moderately complex though, as it becomes unwieldy very quickly.
I also think it's easier for training purposes if it's broken down into more manageable chunks as separate work instructions.

I'd also keep troubleshooting as a separate manual (or standalone appendix) irrespective of size, as it doesn't really fit into the flow of operation - you don't necessarily know where in the process you're going to need to troubleshoot.

Thanks for your suggestion. That was my thought on this from the beginning in order to keep it simple. 

Do you happen to have a template of how you wrote it? I am currently editing the older version I wrote and trying to make it more 'visual' by adding pictures and footnotes.

I'm not able to share documents/templates unfortunately (contractual restrictions), but it really was just a case of stitching together the separate parts and filling in the gaps to create a logical flow through the process.

We also added lots of photos - settings, controls, configurations, screenshots from the operating software etc - and I do think this was useful.
