So far as I know, they can come from external and internal parties. 

External parties : end customer , regulatory/legislative, external providers (3rd party analysis lab, or vendor or transportation )

Internal parties : employees, the owner

Consumer / end user

Other sites within the organisation

 

Its recommended you tabulate the above, and record the type of interest each party has in relation to your organisation, as well as perhaps the types of control you have that are relevant to each party etc.
