Importing ingredients from Canada to USA - what is required?

We are in the process of approving a supplier to supply us with an ingredient for a new product. We are located in the US, while the supplier is in Canada. We will be the importer of record (No Broker), however are we required under FSMA to process them under the Foreign Supplier Verification Program if they are in Canada?  Another way to word this is: What is required to import an ingredient from Canada to the US under FSMA?
