Seeking explanation for NC on FSMS section 4.4

Good morning all,

We have completed our external audit and received a minor non-conformance:  "FSMS 4.4 Food Safety management system - there is no evidence the food safety management system has been defined and documented, including associated processes and their interactions."

I believe I have satisfied the defined and documented part but I am lost on the second half of the finding.  When he speaks about associated processes and their interactions does he mean departments (ie. shipping/receiving, operations, accounts payable, maintenance) or does he mean the process (steps) to make the cans?

Assistance is appreciated and many thanks.

We have had similar findings with our recent audit where all the clauses are referenced in 6.1 and the auditor findings (Major) have stated we have no actions to address risks and opportunities creating NC's for 4.1 (minor) as you have stated. Our Food safety program has addressed food safety risks and opportunities for mitigation - but our auditor says we have to now include a total quality management system...but the FSSC requirements say FSMs Or FSMS and Quality.
