How to classify Sealed Peanuts regarding allergen management?

I have a question regarding a new item we were are planning on starting soon. The item would contain sealed peanuts which would not be open in production. We would receive them sealed and ship them sealed. We already have all of the other allergens in our facility except peanuts. Is there any guidance available on how to classify this? I'm assuming we would need a new risk assessment performed. I'm just not sure how to word this since the allergen is sealed and not going to be open during production like all of our other allergens. Thank you all for your help! I appreciate it!

Sealed allergen still needs risk assessment in terms of delivery (e.g. risk of inappropriate transportation which could cause damage, soiling, cross/contamination), receiving (e.g. proper inspection should be done), storage (e.g. risk of cross-contamination with other allergens due to improper storage & handling), and further handling.

Inspections to ensure there is no breakage of seal.  Have an action plan in case of seal breakage.  Have identification and labeling present.  I would recommend you segregate and isolate as well.

I will also add....in many cases there will be a slight presence of the allergen on the outside of the primary package.  This is just due to the packaging environment where it was packaged.  Given that, ensure anyone who handles the primary packaging washed their hands before doing other work.
