SQF 2.3.3 Contract Service Provider LTL Transportation

What can qualify to fulfill the spec requirement for LTL transporters in section 2.3.3?
We do not have P.O.s with these companies. We received invoices and pay them electronically.
I have tried to get LTL companies to sign an agreement that they will provide clean trucks, comply with GMP's, some companies will not sign this agreement.
Any advice on how to comply would be helpful.

Are you able to inspect trucks for cleanliness and compliance to regulatory/internal requirements? If so - you won't need an agreement I guess
We keep a Certificate of Insurance for each LTL on file then complete truck inspections on incoming. This has always been satisfactory for our audits.
