I'm not sure if Wallace is around much these days so I will take the liberty of initiating an answer for you. Apologies for the hijack Wallace and please correct me if I'm wrong, way over my head this stuff.
I think this specific application is original to Wallace.
If you google " deming sopk system of profound knowledge wallace tait " (without the " and ") , should point you (if google works same in Germany ) directly to a series of links where the development of this presentation is detailed in depth, especially in the initial ones.
