In my option you can do one of two things:
1) make certain housekeeping jobs (I assume you mean cleaning in production also) tied to other jobs.
E.g. the last one to leave the office will clean the bin. After the production line finishes they have to do xyz to close down.
2) you can make a (daily) housekeeping checklist and make specific people responsible for each job daily.

Always have people check off the daily duties that they have performed. Especially important if it is not done by the same people daily. This way you can keep accountability.
