Spice blend label declarations

Hello, our headquarter in Japan ( we are in California) is wondering how is the labeling for spice blends if the spice blend has onion, garlic, maltodextrin and such. Do we still need to declare onion on the label? Can we just declare it as spices when we use it on a finished product? Thank you so much in advance.
