Do Storage facilities and transport providers require a dedicated PCQI

Hi - I am trying to ensure that all areas are covered in our supply chain to the US. I am just confused with the requirement for PCQI. 

Does anyone know if foreign warehouses in the supply chain to the US are required to have a dedicated PCQI and similarly do transport providers need to have a dedicated PCQI in their business also. Any help here is much appreciated.
