How to check conformity to Canadian FCM regulations

Hi, I am working at a Japanese film convertor. Could anyone help me on this topic? I would like to know how I should go about this. Our customer is going to export some condiment in a small flexible package from Japan to Canada. We provide them with flexible laminated film for it. Although the customer asks us to issue letter of guarantee for Canadian FCM regulations conformity, we both are not really sure what to comply with. To the best of my knowledge, we at least need to comply with the Section B.23.001 of the Food and Drugs Act and regulations, but what would be the specific requirements for it? Could anyone please tell me the specific procedure to check the conformance to Canadian FCM regulations? It might be best to get LONO, but if there is a way to avoid it, I'd rather choose it as the structures of our products are too many. Also some of the past posts in this forum say complying with FDA norm will meet the Canadian regulations. I would be grateful if anyone can explain the reason for this. We can prove FDA conformity of our products but I'm not sure how they are relevant.
