Risk assessment diluting NaOH in house

Hi all, we are making a new product that will require us to to dilute food grade sodium hydroxide(pH 14) to a 4% solution with pH (11.5). I have completed risk assessment for the entire finish product flow but I have questions on the risk assessment for dilution which is part of the product flow. I would like to know if someone has ever diluted NaOH in house and if they did, what did they take into consideration with respect to risk.

What is your process?  

 

Assuming the blending/dilution is going to happen in line-------you should have this as a pre op check for dilution and ensuring the raw sodium hydroxide is removed from the production floor prior to start up (also the health and safety risks of the full strength chemical)

The process is 

 

mixing - Processing - baking - blast freezing - packing - storage

 

The mixing process involves dilution as below

Mix 4kg of sodium hydroxide with 96kg water (or whatever batch quantity we decide to go with – regardless, it’s a 4% solution)
