FSSC2000 and HACCP certification

Hello, my company "manufactures" food grade vitamins. We do not have our own facility and only use co-packers to manufacture and package our products. Our copackers are SQF certified but my company itself does not hold any certifications. (We are registered with the FDA and do have a HACCP plan.)

We have a customer insisting that our copackers certificates will not suffice and that every step of the supply chain needs to be certified FSSC22000 or HACCP certified, including us. To reiterate we are only an office and do not directly touch the product, can we be certified if we do not have a facility? I was under the assumption that only manufacturing facilities can be certified, but want to fact check myself before responding to the customer. 

Are the EU laws/standards involving this different than the US laws/standards?

You're right, only manufacturing facility or warehouse/DC are subjects to GFSI certification. What could be audited in the office? Try to convince your customer.

Yes, you'd need own facility if you'd like to be FSSC22000 certified. I don't think it would be much different with other GFSI schemes.

Yes - you can get certified if you just have an office. Your business would be classified as a Broker or Agent. To see more information on HACCP for Brokers and/or Agents you can check BRCGS - https://www.brcgs.co...ts-and-brokers/

You can also check with your local Certification Bodies (like BSI, SGS etc) as they will also be able to perform HACCP audits for Brokers.
