Excluding Scissors and Box Cutters from blade control program in a Warehouse

My last auditor rummaged through several workstations in our production areas and warehouses. Naturally- he turned up miscellaneous tape guns, coding stamps, pens, a few tools, extra box cutters (no blades), scissors, etc. 

He put in a finding under "11.7.3 Control of Foreign Matter Contamination - 11.7.3.8 Knives and cutting instruments used in processing and packaging operations shall be controlled, kept clean, and well maintained. Snapoff blades shall not be used in manufacturing or storage areas."

I've already implemented a sharps program for box cutters, but is there any way to exclude scissors for this? At least for the Warehouse areas (maybe box cutters too)? Our product is bottled prior to entering the warehouse for case packing, so the risk of warehouse dropping in foreign material is negligible. 

I know it is annoying, but could you attach the scissors to the desk so they don't end up in any of your cases my mistake?  We actually had a pair of scissors go to a store that way... 

You could also check them in/out at the beginning and ends of your work shift.

Are the scissors actually used in the processing and packaging operations?  I always interpreted this as tools used for the actual work.  It is under the header Control of Foreign Matter Contamination.  They sound like they are in a desk for admin use not on the production floor near any product.  You could lock the drawers or just get rid of the items completely if they are just sitting in a junk drawer.  I guess it depends on what they are used for, where exactly in the process they are used, if they are involved in production or storage, if they are separated from the production floor by a room or a wall.  You could also get a tool box and lock everything in there so that the items aren't just laying around in a drawer for the auditor to find.  Unusual.

We use a check out system for both. We check out the items at the beginning of the shift and return them at EOD. It is tedious, but it is effective.
