From site inspection/ PRP check, it was found that some issue related to the outer structure of the production building. The issue has been issued since April 2021 until January 2022 but these issue has not been taken action.

Which Standard ? (I guessed BRC8 but BRC8 has no clause 2.5.12).
Any relevant response will probably need to demonstrate an intended/scheduled plan for correction. The latter will likely depend on the specific Issue..

This clause caused a lot of semantic head scratching but (ultimately) appears to be somewhat easily respondable to.
Your own situation appears to involve knowing who is actually responsible for what, how and when.
So what was the issue ? Large hole in the roof ? No roof at all ? (I have encountered both :smile: )
