I HAVE A QUESTION DO I ALSO TAKE INTO ACCOUNT THE RADIOLOGICAL RISK WHEN ASSESSING THE RISK OF SUPPLY?

Yes.   It should already been done with the HACCP plan. 

In my opinion, it's not mandatory because it's not listed in the requirement.

I agree not specifically mentioned but 3.5.1.1.is ambiguous (eg "legislative"). Interp, Guidelines are also ambiguous (eg "environment")

It is listed in 2.7.1.
