Wet wiping = thorough rinse?
Environment is whole fresh fruit packing operation. Goal is to minimize presence of moisture wherever possible.
Challenging soils on food contact surfaces are natural and applied waxes and fruit residues along with adhesive residues from PLU stickers that don't stick to fruit.

Is wiping down a cleaned food contact surface with a towel wetted with potable water considered a thorough rinse for the purpose of compliance with label?
Doubtful, it's not really a "thorough" rinse and you will probably be left with chemical residue that will transfer to the fruit-hence the requirement for a rinse, not wipe
