Chicken meat chilled - is temperature a CCP?

I have read some doccuments , almost conculsion that temprature is ccp, but bacterias will be killed when we fully cook.

I'm a bit unclear on what your product is. 

 

Are you selling fresh chicken (which might have a statement on the package saying it requires cooking); or are you selling a ready-to-eat product that has been through a lethality step at your facility?
