It would be hard to give a project brief example because everyone has their own and unique food safety culture. The best way to approach this. First make sure you have a defined food safety culture. Then search for a project brief template and choose the best option based upon your needs.

You could have as an example for project statement as " Increase overall employee participation for food safety initiatives through the advancement of FS culture"

Rationale: "While the identification, assessment and management of hazard is enabled thru ISO 22000:2018, there are some areas where employee engagement is not in the level where the organization wanted to. With this, sustainable execution of FSMS may not be attained if the organization will have poor FS culture (compliance over continual improvement). With this, to engage, enable and catalyze the advancement of food safety, project culture needs to be established"

KPI: Employee feedback %, your usual FS metrics #, near misses, % training etc.

Will the above example work for you? Maybe but presumably no. Only you can identify what needs to be in your project brief as this is based on "where at what is the current status of your organization".  It may not be the general employee that is the problem, it could be the senior leadership or it could be the training.
