Should all gaps in production doors have a door sweep or brush?

For facilities, should every door have a door sweep or brush to close the gap between the door and the floor? Would this be relevant to just a door that leads to the outside environment or all doors?

We have sweeps only on the doors, leading outside, and cooler ones (to prevent temperature rise).

We have USDA and FDA inspections regularly and they only check the outside doors for the sweeps.  They can be brushes or the foam/rubber.  Them and a certified pest control program.  Interior doors would only need seals if you are moving from a clean room to a production room.
