Documentation as an evidence of food safety culture implementation

Was auditing am icecream plant that recently underwent their FSSC 22K V5.1 Surveillance Audit. The Auditor marked a "No documentation as an evidence of food safety culture implementation."
Shouldn't this feature of scheme of certification focus on observation by the auditor and a forceful document creation defeats the purpose of the clause?
Yes, as an Auditor you can "see" there is a food safety culture in place - but how did they get to that point - as in sbow me the supporting docs.
I once audited a facility and when I asked for the haacp plan they told me, "well, we do that, but we don't document that kinda stuff."
That was an oops for them.
Yes, we should have a document for food safety culture, like you can show the auditor the questionare tor survey hat you give to the all employee and all departement, regarding food safety culture on your company.
