It would help to have some background on the situation, but in my book the only test results that can read 0 are certain microbiological tests like Salmonella and Listeria (Absent in 25g).

 

When you're measuring amounts of residual solvent, there will always be a limit of detection and a limit of quantification that is going to limit your lowest possible reading to something higher than 0. So at first glance, a reading like this would register as suspicious to me.
