With the new FDA Food Traceability Part 204 ruling, Fresh Herbs and Fresh Peppers are on the Food Traceability List (FTL). Does this include dried herbs and dried peppers?

If you're receiving the peppers and herbs dried, Rule 204 won't apply.
If you're receiving them fresh, Rule 204 (and the KDE's) will apply to you as you receive and hold them until you get to the transformation step of drying them.
