How can we obtain State Level Certificates of Free Sale for dietary supplements in Georgia?

We are a contract manufacturer of dietary supplements. We have a customer looking to get their product into Nigeria and they need "State Level: certificates of free sale. Normally we use our FDA industry system platform to get these but according to our customer they aren't accepted. We are in Georgia so from what I read we need get the free sale certificates through the department of agriculture, but we have to be registered with them, and we aren't....so how do i get state level certificates of free sale?

You likely need to be registered with your state's department of Agriculture, in my state I believe it's mandatory when running a food business. So the process would be:

 

- Register with your state's dept of Ag

- Apply for certificates of free sale with state chamber of commerce or dept of Ag

 

Registering with your state usually opens you up to inspections from the state, but in my experience these are super lax.
