How can a U.S. dietary supplement manufacturer find a representative in Canada for NPN registration, and is it actually required?

Hello Canadian friends,

I work for a dietary supplement manufacturer in the US, and we're looking to expand into Canadian stores. Specifically, our products are herbal supplements like milk thistle seed powder and nettle leaf capsules. As I understand it, we need to register each product with the Canadian government (NNHPD) to apply for a Natural Product Number (NPN). I have started the application process, but I'm hung up on the idea of our company needing a representative in Canada. According to Canadian regs, since our company is based outside of Canada we're required to provide:

"the name, address and telephone number, and if applicable, the facsimile number and electronic mail address of the applicant's representative in Canada to whom notices may be sent;" (Section 5 of the Natural Health Product License Guide)

How do foreign companies acquire a Canadian representative for this process? Or is this not actually required through some means that I'm not seeing?
