Is country of origin labeling required for non-COOL-regulated food products?

Just as the title says. I thought if a food type isn't specifically listed in the COOL requirements, country of origin is a voluntary statement? I have a co-packer stating that is wrong though and the more I read the regulations and guidance on this one, the more confused I get. Any help is much appreciated!
