Most likely, this is wheat imported or grown by the UAE in another country, milled in the UAE and the flour sold to the EU.

For RASFF to be useful, traceability must be accurate and indicate the country of cultivation of the wheat which is the point in the food chain where the Chlorpyrifos contamination has occurred.
