Regarding labels already approved by USDA, do labels approved require additional label approval by usda for changing Country of Origin?

The previous one is: PRODUCT OF ITALY

The upcoming label will be state : PRODUCED IN ITALY - SLICED AND PACKED IN THE USA

This is way the same product sliced in Italy will be sliced in the U.S too.

You mean you don't want to read the 27 page document or you did read it and it was clear as mud?  I can't fault you either way.  I would either ask FSIS or your USDA Inspector.

Change the claims and it becomes a different label.  That being said, there are some "generic" approvals that require a lot less.
