FDA registration when exporting dairy products to US

Hello. 

 

We have received an inquiry from a customer operating in the European Union (a distributor operating in Germany) who is interested in purchasing our cheese and selling it to the US market. The products that are of interest to him at the moment are cheeses (semi-hard sliced ​​cheeses made from pasteurized milk).
 
Since we have not previously encountered the US markets, we need some help identifying the requirements. 
 
Do we need to register our company in the FDA? The customer from Germany asks from us FDA registration, but is it mandatory? Do we need to "hire" an FDA agent for this or can we register independently (if it is needed)?
