Using FSIS Form 7234-1 for Generic Label Approvals Internally

Hi, can I use the FSIS form 7234-1 to approve generically my labels internally? 

I mean, using the form without submitting it to LPDS.

 

obv, only labels that do not require approval by LPDS.
