Following extensive multi-stakeholder input, including a global survey in 2024, the Program has been updated for the following principal reasons:

To extend the Program’s scope to include Category I: Packaging.

To adjust the conformity assessment duration for better suitability to smaller organizations.

To offer enhanced support to participating SMEs through guidance documents, training, and webinars.

To increase the Program’s awareness and visibility.

To strengthen acceptance of the Program among specifying organizations and large buyers.

As of 1 June 2025, organizations can be assessed against Version 2.0 of the Development Program. Conformity Assessments against Version 1.1 are possible until 31 May 2026.

Guidance and Transition to Version 2.0

To support a smooth transition, the Foundation has published:

A detailed Version 2 Upgrade Process document outlining the transition steps

A change-highlighted version of the Development Program document comparing V1.1 and V2.0

The Development Program documents page contains all Version 2.0 Program documents, including the upgrade process and summary of changes, which can be downloaded for free.
