HACCP for a Fruit and Vegetable open air market?

Hello there and greetings from Split, Croatia! Could anyone give us some pointers as to how to approach this project please. It seems rather complex since there are a number of privately held stalls which sell a mixture of fruit and vegetables. There is also a small fish market in a separate area.

Could you clarify the particular product(s) / process(es) for whose safety you are wishing to prepare a haccp plan ?
