In Emirates Authourity forStandardization & Meterology(ESMA) website you can find all the UAE National Standards. Its a paid site.
Food code was published by Dubai Municipality and is applicable only in the Emirates of Dubai.

Ref to the food standards in UAE concerning Formulated Supplementary Sport Foods kindly note that such product t is not so easy to distinguish a medicine from food (These are known as 'borderline products). As per the relevant legislation in UAE any product containing vitamins, minerals, amino acids, herbs or other substances used to supplement the diet is considered as Dietary/nutritional supplements.
the dietary supplement shall not be considered as a food but a medicinal product in the following conditions:
1- It is found in forms such as syrup, powder, tablets, cachets, lozenges, pastilles, capsules, or
2- contain a pharmacological active substance, or
3- make medicinal claims (claims to treat or prevent disease or to interfere with the normal operation of a physiological function of the human body) on the label.
Finally Any product falling within the borderline products shall be submitted to the Ministry of Health for classification http://www.moh.gov.ae
