RoHS Directive 2011/65/EU Annex II for Packaging Materials
Hi everyone!
I am just wondering why RoHS Directive 2011/65/EU is used as a standard reference for packaging materials (Heavy Metals for PE bag, Corrugated boxes, etc.) while it's definition says that it applies to all EEE products. I know there is a reason behind, I just don't know what that reason is.
Hopefully someone can share their insights with me.

As far as I know, the RoHS directive is the only EU document that talks about heavy metals. The directive lists the same 100ppm sum concentration as CONEG type legislation in the USA (Toxics in Packaging Clearinghouse).
