Not sure if yr OP refers only to labelling or includes the process also.
If the latter, the answer to OP seems to be NO. eg -

The FSMA experts here will likely know if a size exemption exists.
Listing all allergens on the label is not helpful for consumers and is a last resort if you have no control; I'm not sure if it is illegal, but it is definitely bad practice.
