Proficiency testing for laboratory personnel

Please help because I do not know what to do.

 

We received a minor non-conformance during our SQF audit stating:

 

"The facility performs chemical analysis of products.  However, the facility is not performing any proficiency testing for laboratory personnel."

 

Can anyone tell me how I can achieve this proficiency?  So you know, a college degree in chemistry or any other science does not make a person proficient.
