What is difference between product recall and withdrawal?
I am revising the company product recall. May I ask what is the extent of withdrawal versus product recall. May I also for an updated reference of product recall policy

Withdrawl generally means that there is not a "threat to public safety" for consuming your product, but there is still an issue...generally these are labeling issue....label says 500 ml but its actually 750 ml
A recall (voluntary or not) is due to a threat to public safety (CCP's not being met, undeclared allergen et.)

If you operate in USA, there's a specific definition:
(g) Recall means a firm's removal or correction of a marketed product that the Food and Drug Administration considers to be in violation of the laws it administers and against which the agency would initiate legal action, e.g., seizure. Recall does not include a market withdrawal or a stock recovery.
spec Basically, if it violates the FDCA and technically wouldn't be legal to sell, it's technically a recall not a withdrawal. Withdrawal would be for non-regulated issues like spoilage or quality defects, but not mislabeling or something of that nature. Stock recovery is when you maintained control and brought it back (e.g. if you distributed it to a warehouse you own and still had it all on the truck, not a recall).

Yr OP is unclear.
What do you mean by "extent" ?
Is there a specific FS Standard involved ?
Are you asking for the difference in meaning between the terms recall and wirhdrawal ?
If so, as per previous Posts, the answer depends on the location of the recall.
So, sending out a product with a less severe mislabel issue (ie. Shipping a product that is whole, with a label that says "Sliced"), would be a product withdrawal, even though it's reached the final retailer's shelves, and possibly consumer?
The labelling error would not be a danger to the consumer, and the weights, allergen info, etc would all be correct.
I know allergen and weight info would be a recall, but I didn't think other labelling errors were. I thought they were product withdrawal only.

CFIA would consider that a withdrawal not a recall AS LONG as your nutrition panel is still correct. If there is any difference in that, then I would contact CFIA off side and ask their opinion.
If the final customer is not at risk, or given any misleading statements, it is not a recall, if the recipe is an exact match and the only issue is the shape
I would withdraw it from the market place without using CFIA involvement. Contact all purchasers of said product, tell them the issue and arrange transport

That is incorrect. Product withdrawls are done even when product has reached it's retail destination. They are called withdrawls and not recalls because there is no risk to human (or companion animal) health
